Jamaica Country Profile Summary from WHO Global Tobacco Epidemic (2021)
Jamaica has signed and ratified the WHO Framework Convention on Tobacco Control on 24 September 2003 and 7 July 2005, respectively. It is a middle-income country with a national tobacco control program, including specific government objectives and a dedicated agency with one full-time equivalent staff. Government expenditures on tobacco control in 2008 were JMD 1,400,000.
Tobacco use is high, with a national adult survey showing a significant prevalence among males (26.0%) but no adolescent survey available as of 2020. WHO age-standardized estimates for 2019 show high smoking rates. Treatment services for tobacco dependence are partially available, with some cessation aids like NRT offered, but coverage varies; health insurance does not fully cover costs.
Health warnings on cigarette packages are required on 60% of the principal display area, with rotating warnings and includes photographs. Compliance with anti-tobacco mass media campaigns was lacking between 2018 and 2020. Advertising bans are incomplete, with some direct advertising permitted, but there are fines for violations. Tobacco taxes are high, with total taxes making up 42.58% of the retail price, leading to reduced affordability, but total tax revenue in 2020 was directed to the National Health Fund.
Non-compliance noted in areas like complete smoking bans, comprehensive cessation programs, and fulsome advertising restrictions.
