SEState, Local, Tribal, and Territorial (SLTT) organizations provide criminal history record information (CHRI) for background investigations (BIs) conducted by the DCSA. This research developed a Decision Aid Framework (DAF) to assist the DCSA in prioritizing SLTT law enforcement agencies (LEAs) for federal assistance, based on factors like administrative burden, systemic barriers, legislative complexity, interaction with federal government, structural conditions, and DCSA-specific adjustment metrics.
Key findings:
- CHRI collection is complicated by diverse SLTT laws and outdated systems.
- SLTT LEAs often lack resources, personnel, or technology to comply with reporting requirements.
- Challenges stem from SLTT laws, administrative burdens, systemic barriers, federal interactions, and structural conditions.
Recommendations:
- Provide federal funding and assistance to modernize criminal history data collection, management, and sharing capabilities.
- Educate DCSA investigators on SLTT CHRI laws to address local concerns.

The DAF tool is designed to help DCSA make data-driven decisions by ranking localities based on their needs and potential for improvement.
