The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010, later amended by Regulation (EU) No 122/2013. It plays a crucial role in enhancing the functioning of the EU internal market by ensuring high-quality, effective, and consistent regulation and supervision in the areas of banking, payments, e-money, and related corporate governance, auditing, and financial reporting issues. The EBA collaborates closely with other EU financial authorities, including EIOPA, ESMA, the Joint Committee, and the ESRB, as part of the European System of Financial Supervision (ESFS).
Main Responsibilities
The Bank Expert (Equivalence Assessment) will:
- Conduct assessments on the equivalence of third countries' confidentiality provisions and other equivalence evaluations, such as consolidated supervision.
- Support the EBA's home-host coordination work, including participation in colleges of supervisors for individual banking groups.
- Provide feedback and guidance to National Supervisory Authorities (NSAs).
- Contribute to the development of technical standards and guidelines for the supervisory review process and cross-border cooperation.
- Participate in internal committees and subgroups, assisting their chairpersons.
- Carry out other duties as required.
Key Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has initiated accession negotiations.
- Must have full citizen rights.
- Must possess thorough knowledge of one EU language and satisfactory knowledge of another.
- Must have at least a three-year university education, confirmed by a diploma.
- Must have at least three years of full-time professional experience in bank regulation or supervision.
2. Selection Criteria
- Proven knowledge of EU banking regulation, especially concerning cross-border supervision.
- Experience in cross-border supervisory cooperation, including work in colleges or equivalence assessments.
- Experience in dealing with a wide range of stakeholders.
- Ability to work in an EU/multicultural/international environment.
- Self-management skills, flexibility, and a fast learning ability.
- Excellent communication skills and strong interpersonal abilities.
- Capability to work efficiently under time pressure.

Appointment and Engagement Conditions
- The position is a secondment from a National Supervisory Authority (NSA) or an International Governmental Organisation (IGO), lasting a minimum of one year and up to two years, renewable.
- The home authority remains the employer during the secondment and must continue to provide salary and social rights, including social security and pension.
- The expected start date is 1 March 2014.
Conditions of Secondment
- The EBA will provide daily and monthly subsistence allowances, as determined annually by the Commission.

- The position is based at the EBA offices in London, United Kingdom.
