Overall Attitudes toward the WBG

- Greatest weaknesses cited by respondents:
- Not enough public disclosure of the WBG's work.
- Not adequately sensitive to political/social realities in Costa Rica.

- Slow or failed reform efforts were attributed to:

- Political pressures and obstacles.
Future Role of the WBG
- Stakeholders believed the WBG should focus more on transport, foreign direct investment, and public sector governance.
- There was a general consensus that the WBG should increase its local presence and offer more tailored services.
Sectoral Importance and Effectiveness
- Transport and poverty reduction were rated as the most important and effective sectors for the WBG's involvement.
- Private sector development/foreign direct investment respondents gave significantly higher effectiveness ratings in regulatory framework, trade and exports, and education.
- Agricultural/rural development respondents gave higher effectiveness ratings in transport and foreign direct investment.
- Key drivers of the WBG's overall effectiveness and ability to achieve development results included:

Communication and Openness
