The Foundational Learning Compact (FLC) UMBRELLA TRUST FUND has been implemented between October 2022 and September 2023, focusing on foundational learning outcomes and systems strengthening through collaborations with development partners and country governments. The key results include catalytic grants supporting foundational learning interventions for over 36 million students, teachers, and policy makers across 86 countries, supported by $34.6 million in FLC Anchor grants. Activities under the Accelerator program, Learning Measurement and Data, Teachers and Education Technology focus, and the Early Learning Partnership have benefited from partnerships like UNICEF, FCDO, and various foundations, aiming to address learning losses due to COVID-19 and improve systemic reforms.

Some of the major achievements include:

• The Accelerator Program supported governments in setting learning targets and investment cases in Kenya, Mozambique, Niger, Nigeria, Pakistan, Rwanda, and Sierra Leone, benefiting millions of students and educators directly through targeted interventions.
• Learning Measurement and Data activities saw the administration of tools like AMPL-b in seven countries, production of country briefs like the Progress in International Reading Literacy Study, and contribution to the development of the Global Education Policy Dashboard, which monitors learning outcomes in 12 countries through surveys on classroom practices and policy contexts.
• The Teachers focus resulted in the scale-up of the Global Coach program and Teach materials across multiple countries, enhancing professional development for teachers and school leaders.
• Education Technology innovations saw the production and dissemination of tools from the EdTech Hub Helpdesk, supporting countries in leveraging digital technologies to improve teaching and learning.

The FLC experienced challenges including demand outstripping available funding and balancing sensitive data disclosure with policy-based reforms, though experiences highlight strong potential for addressing global education crises through collaborative efforts.

Future plans include continuing work with existing countries, expanding cross-country learning opportunities, and intensifying the use of data-driven results to support evidence-based reforms, all within the framework of $0.3 million in FLC recommendations to be carried out between October 2023 and September 2024.
