The European Banking Authority (EBA) is seeking a Seconded National Expert (SNE) for the position of Bank Expert (Assessment of Regulatory Equivalence) at its London office. This role is part of the Oversight/Supervisory Convergence Unit, and the position is open to eligible candidates from EU Member States, EFTA countries, or countries with which the EU has opened accession negotiations.

Main Purpose

The Bank Expert will support the EBA in assessing the regulatory and supervisory equivalence of non-EU jurisdictions with the EU regulatory framework. This includes evaluating the effectiveness of such frameworks and ensuring they meet the standards set by EU banking regulations.

Main Responsibilities

• Assessing and evaluating regulatory and supervisory frameworks of non-EU jurisdictions against the EU framework.
• Preparing complex reports and EBA opinions on equivalence assessments.
• Coordinating equivalence assessments among EU Competent Authorities.
• Communicating with supervisory authorities in non-EU countries to gather necessary information.
• Representing the EBA externally in technical matters related to their expertise.
• Supporting internal committees and subgroups.
• Contributing to the EBA's other oversight activities.

Requirements

1. Eligibility Criteria

• Nationality: Must be a national of an EU Member State, an EFTA country (Iceland, Liechtenstein, Norway, Switzerland), or a country with which the EU has opened accession negotiations and has a specific agreement on staff secondments.
• Citizenship Rights: Must be entitled to full rights as a citizen.
• Language Proficiency: Must have thorough knowledge of one EU official language and satisfactory knowledge of another.
• Employment: Must be employed by:
  • A member of the European System of Financial Supervision (ESFS).
  • A country with which the EU has opened accession negotiations and has a specific agreement on staff secondments.
  • A public intergovernmental organisation.
• Work Experience: At least 12 months of employment with the employer prior to secondment.

2. Qualifications and Experience

• Education: At least three years of university studies (attested by a diploma).
• Professional Experience: Minimum of five years of full-time professional experience in bank regulation, supervision, or similar roles in the banking sector.
• Language Skills: Excellent knowledge of English (both written and spoken). Native English speakers must demonstrate second language proficiency.

3. Selection Criteria

• Knowledge of EU Banking Regulation: Proven detailed understanding of CRR (Capital Requirements Regulation) and CRD (Capital Requirements Directive).
• Report Drafting Skills: Experience in drafting complex reports.
• Stakeholder Engagement: Proven experience in dealing with a wide range of stakeholders.

Selection Procedure

• Total Score: Minimum of 12/20 is required to be placed on the reserve list, valid until 31 December 2017. This list may be used for future recruitment or similar positions.

Conditions of Secondment

• Contract Type: Seconded National Expert (SNE).
• Duration: Minimum 12 months, with possibility of extension.
• Estimated Start Date: 01 June 2017.
• Employment Status: The candidate remains employed by their original employer during the secondment.
• Financial Support:
  • Daily Subsistence Allowance.
  • Monthly Subsistence Allowance (subject to exchange rate and UK correction coefficient of 141.8%).
• These allowances are not considered remuneration by the EBA.
