Project Overview and Methodology
The study, commissioned by the UK Humanitarian Innovation Hub (UKHIH) and conducted by RAND Europe in partnership with Athena Infonomics and glass.ai, aims to understand trends in the adoption and use of emerging technologies in the humanitarian sector, identify key technologies for humanitarian practice, and develop guidance and foresight initiatives. It employs a mixed-methods approach, including desk research, stakeholder interviews, surveys, workshops, horizon scanning, and web reading, spanning three phases from late 2023 to April 2024.

Key Objectives:

• Track trends in technology adoption.
• Identify technologies to strengthen humanitarian practice.
• Provide tools for responsible adoption and future planning.

Methodology:

• Phase 1: Conducted scoping interviews (6 interviews), horizon scanning (yielding 50 technology areas and 64 challenges), and web reading (mapping 7,700+ humanitarian organizations). This phase defined a framework using Mazzucato's missions and explored methods to address needs.
• Phase 2: Involved a survey (30+ responses), 2 workshops with 24 participants, and LinkedIn polls (6-16 responses). Activities synthesized insights to prioritize 5 technology areas for deep dives and ethical discussions.
• Phase 3: Developed guidance on emerging technologies and a foresight initiative, using key informant interviews and desk searches to validate inputs and ensure responsible innovation.

Outputs:

• Methodology Report: Details the phased approach, including horizon scanning outputs and technology deep dive selections.
• Deep Dives and Technology Guidance: Provides detailed analysis on 5 prioritized technologies (e.g., camp monitoring, disaster early-warning systems), guiding humanitarian actors on adoption challenges.
• Foresight Concepts: Proposed 3 initiatives (e.g., emerging tech translation, horizon scanning coalition, visioning toolkit for crisis recovery) to foster responsible tech foresight.
• Reflective Insights: Included a taxonomy of 64 humanitarian challenges organized under systemic, organizational, technical, and ethical categories.

Reflections and Caveats:

• Low stakeholder engagement limited broader representation, though agile methodologies were used to adapt.
• Focus on English-language sources may exclude perspectives from Francophone Africa and LMICs.
• The framework and outputs aim to spark ongoing dialogue among humanitarian actors for future tech adoption and crisis response.
