- Upgrade ICT Infrastructure: Implement modular e-government solutions, develop interoperability platforms, integrate e-payment systems, and ensure secure, redundant data storage.
- Address Resource Management Issues: Centralize IT procurement, attract and retain skilled IT professionals, leverage private sector partnerships, and allocate dedicated funding streams.
Conclusion: The RS has a strategic foundation for digital transformation but requires comprehensive legislative, infrastructural, and human capacity upgrades to achieve sustainable, integrated digital governance.
