This UNDP report analyzes the development and content of the latest Nationally Determined Contributions (NDCs) submitted as of July 31, 2025.
Key Findings

NDC Submission Status: As of July 31, 2025, 27 countries (representing ~21% of global GHG emissions) have submitted new NDCs for the 2025 cycle. This includes five G20, seven SIDS, and three LDC countries. Over 150 countries are expected to submit by COP30. UNDP supports 100 countries in developing ambitious, inclusive, and investable NDCs.

- Focus on Equity & Resilience: Support and tools increasingly incorporate cross-cutting principles like gender equality, social inclusion, climate justice, adaptation, and loss and damage vulnerability.
Spotlight: Somalia
Despite being ranked the most fragile state, Somalia demonstrates leadership by submitting an ambitious third NDC. Key elements include:
- 34% GHG emissions reduction target (conditional, 5% unconditional).
- Emphasis on adaptation ($6.33 billion investment need).
- Integration of gender, youth, climate justice, nature-based solutions, and alignment with SDGs 5, 7, 13, 15.
- Explicit mention of Loss & Damage needs.
Forward Look (Lead-up to COP30)
Countries are increasingly connecting climate action with economic, social, and health co-benefits and integrating solutions. UNDP aims to scale its support, while ongoing analysis identifies areas requiring further policy coherence, financial innovation, and coordinated action to align NDCs with the 1.5°C pathway.
