The World Health Organization (WHO) conducted a pilot project in Uganda from August 2023 to July 2024 to implement the Global Guidance Framework for the Responsible Use of the Life Sciences, focusing on mitigating biorisks and governing dual-use research. Uganda was selected due to its vulnerability to infectious diseases, existing research gaps, and commitment to international health obligations.

The project involved surveys and workshops across four geographical regions. Key findings included:

• Over 90% of assessed organizations (n=36) engaged in life sciences research, primarily in healthcare (90%), agriculture and environment (13%), and general biotechnology (7%).
• 80% of organizations were unfamiliar with the WHO framework, and dual-use research (DUR) concepts were poorly understood despite most organizations admitting work fitting the definition.

Pilot activities included:

• Stakeholder mapping and awareness campaigns via workshops, sensitizing over 160 participants.
• Development of a national and technical implementation roadmap, recommending collaboration between WHO and key agencies for framework domestication.

Key outcomes:

• Increased stakeholder awareness and engagement.
• Identified critical gaps: regulatory frameworks, training, funding, and the need to integrate DUR governance into existing systems.

Recommendations for sustainable implementation emphasized capacity building, legislative alignment, multi-stakeholder partnerships, and continuous resource mobilization. Uganda’s experience provides a model for scaling the framework to other WHO Member States.
