Offshore Wind Roadmap for Türkiye Summary
Introduction
Türkiye aims to explore offshore wind energy to meet growing electricity demand, reduce energy imports, and support decarbonization by 2053. This roadmap provides strategic analysis and recommendations based on two growth scenarios—low and high—to guide policy and investment.
Background
Türkiye has substantial energy demand, met largely by imports, with a focus on renewable energy. Offshore wind resources are concentrated in the Aegean and Black Seas, with mean wind speeds up to 9.5 m/s. However, suitable areas face environmental sensitivities, including protected marine areas and biodiversity constraints. Tur ko onomics are challenging due to high capital costs and foreign exchange risks.
Key Findings
- Resource Potential: Estimated at 6.8 GW for fixed-bottom turbines and 59.7 GW for floating turbines, but environmental constraints reduce viable areas.
- Growth Scenarios: A low-growth scenario projects 2 GW by 2030, while a high-growth scenario aims for 4 GW, requiring aggressive government support and local content incentives.
- Challenges: Permitting processes are lengthy, local content requirements may hinder growth, and wind speeds are lower than in optimal regions, affecting energy output.
Opportunities and Challenges
- Opportunities: Economic benefits include job creation and export potential for components. Floating wind offers high growth potential in deeper waters.
- Challenges: High initial costs, environmental impacts (e.g., on marine life), and grid integration issues. Strengthening the supply chain and reducing permitting uncertainties are critical.
Recommendations
- Policy and Regulation: Establish clear installation targets, streamline permitting, and introduce financial incentives like feed-in tariffs.
- Infrastructure: Upgrade ports and grid systems to support wind energy transmission.
- Supply Chain: Foster local manufacturing and encourage exports to build a competitive industry.
- Stakeholder Engagement: Involve governments, private sector, and NGOs to address environmental concerns and promote sustainable development.
Türkiye's offshore wind sector requires sustained effort to balance economic gains with environmental protections. With strategic planning, it can contribute significantly to renewable energy goals.
