The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, with subsequent amendments. It plays a key role in ensuring high-quality, effective, and consistent regulation and supervision of banking, payments, and e-money services across the EU. The EBA collaborates closely with other EU financial regulatory bodies such as EIOPA, ESMA, and the ESRB as part of the European Systemic Risk Board (ESRB) framework.
The EBA is currently seeking a Policy Expert in Retail Payments to be based in London, UK, with a temporary fixed-term contract of three years, including a nine-month probation period, and the possibility of extension.
Main Purpose
The Policy Expert will contribute to the development and implementation of regulatory frameworks aimed at ensuring easy, secure, and efficient retail payments across the EU. This includes working on the mandates from the revised Payment Services Directive (PSD2), such as technical standards and guidelines related to strong customer authentication, security risks, and the creation of an EBA register of payment service providers (PSPs).
Main Responsibilities
- Lead or contribute to the development of Technical Standards and Guidelines under PSD2
- Ensure that the mandates are methodologically robust, transparent, and evidence-based
- Achieve stakeholder agreement and buy-in, particularly from member authorities
- Chair committee meetings with up to 30 national representatives
- Represent the EBA externally in the area of retail payments
- Support the monitoring of financial innovation and the development of consumer protection requirements
Requirements
1. Eligibility Criteria
- Nationality: EU Member State or EEA country (Iceland, Liechtenstein, Norway)
- Language proficiency: Excellent knowledge of English, with a second EU language
- Citizenship rights: Full rights as a citizen
- Military service obligations: Fulfilled
- Physical fitness: Required for the position
- Criminal record: No record confirmed via certificate
- Medical examination: Required to meet Article 12 (2)(d) of CEOS
2. Qualifications
- Education: Completed university studies (diploma)
- Education level:
- a) 3 years of university + 1 year of professional experience
- b) 4 years of university + no additional professional experience required
- Recognition: Qualifications must be from EU or EEA authorities or recognized as equivalent
- International recognition: Required if studies were completed outside the EU
3. Professional Experience
- Minimum 7 years (for a) or 6 years (for b) of full-time professional experience
- At least 3 years in retail payments, preferably in regulatory, supervisory, or oversight roles
- Experience must be counted from the award of diploma to the closing date
4. Language Skills
- Excellent English (written and spoken)
- Native English speakers must prove second language skills
5. Selection Criteria
- National retail payments regulation experience
- Knowledge of EU law related to retail payments (e.g., PSD, EMD, SEPA)
- Knowledge of other relevant EU law (e.g., AMLD, PAD)
- Consumer protection experience at national or EU level
- Experience in drafting English documents

Selection Procedure

Appointment and Employment Conditions
