Meeting Overview: The Fourth Meeting of the Parties to the Agreement on Port State Measures (PSMA) was held in Bali, Indonesia from May 8–12, 2023, with 53 Parties, 21 non-Party FAO Members, 10 IGOs, and 5 NGOs participating, totaling 271 participants. The meeting reviewed the PSMA's implementation status and recalled decisions from the Third Meeting.

Implementation Progress and Challenges: Progress was discussed on legal and policy frameworks, capacity building, and interagency coordination for PSMA implementation. Challenges included limited responses from flag States to IUU fishing cases and the need for enhanced cooperation with Regional Fisheries Bodies (RFBs) and RFMOs.

Key Decisions:

• Operationalized the Global Information Exchange System (GIES) by the end of 2023, to be used voluntarily until further notice.
• Adopted Terms of Reference for the Technical Working Group on Information Exchange (TWG-IE), focusing on data standards, electronic exchange, and interoperability.
• agreed on and adopted the "Bali Strategy" to improve PSMA effectiveness, including periodic reviews and monitoring mechanisms.
• Modified the PSMA Strategy ad hoc Working Group's terms of reference to include monitoring effective implementation.
• Amended questionnaires for evaluating PSMA effectiveness, adopted for Parties, RFBs, and other international organizations.

Capacity Development and Trust Fund: Underlined the critical need for assistance to developing States Parties and called for operationalizing the multilateral PSMA Part 6 Trust Fund administered by FAO. Encouraged continued technical support from FAO and partners.

Program of Work and Future Meetings: Discussed the Secretariat's roles, financial sustainability, and agreed on a schedule: MOP5 in Manta, Ecuador, from May 5–9, 2025; subsequent meetings for TWG-IE, the Strategy Working Group, and other bodies in 2024–2025. Requested FAO to seek additional resources for sustainable PSMA functioning.

Leadership and Elections: Elected Mr. Andrés Arens Hidalgo as Chairperson and others as Vice-Chairpersons. Noted the importance of clear decision-making processes and credentials for participants.

Monitoring and Review: Included provisions for regular monitoring, reporting, and updating the Bali Strategy every four years, with a focus on data accuracy and international cooperation.
