A Global Health Strategy for 2025–2028: Advancing Equity and Resilience in a Turbulent World
With a focus on achieving the Sustainable Development Goals (SDGs), particularly health-related targets, this is WHO’s Fourteenth General Programme of Work (GPW 14) aims to save 40 million lives by 2028 through advancing health equity and building health systems resilience in an increasingly complex global environment. Implemented from 2025–2028, GPW 14 builds on the lessons learned from GPW 13 and incorporates the transformative WHO Transformation agenda.

Global Health Challenges
- Climate change, geopolitical instability, rising pandemics, inequalities in care access, and health system vulnerabilities surrounding the COVID-19 recovery threaten health progress.
- The Triple Billion targets (1B healthier populations, 1B with universal health coverage, 1B better protected against emergencies) were not on track by 2023.

Strategic Objectives
GPW 14 centers on six strategic objectives across promoting, providing, and protecting health:
1. Respond to climate change
- Strengthen climate-resilient health systems and scale low-carbon health initiatives.
2. Address health determinants
- Tackle the root causes across sectors (e.g., environmental, economic, social).
3. Advance primary health care
- Accelerate universal health coverage through a people-centered primary health care approach.
4. Improve service coverage and equity
- Ensure equitable access to quality health services and financial protection.
5. Prevent, mitigate, and prepare for health risks
- Strengthen capacity to address risks from all hazards (natural disasters, pandemics).
6. Rapidly detect and respond to health emergencies
- Enhance early warning systems and emergency response capabilities.
The Triple Billion Targets
- 6 billion people to enjoy better health and well-being
- 5 billion people to benefit from universal health coverage without financial hardship
- 7 billion people better protected from health emergencies
Results Framework
Outcome Indicators
- Tracks equity indices (e.g., maternal mortality, HIV prevention)
- Measures climate-related health impacts, air pollution, noncommunicable diseases
- Includes national-level assessments to ensure country-driven priorities

- Financial sustainability – 2024–2028 base budget estimated at US$11.13 billion, with voluntary contributions needed

- US$7.1 billion needed from voluntary contributions for flexible funding

Conclusion
GPW 14 marks a shift toward collaboration and accountability, aligning international efforts with national priorities to build resilient health systems ahead of the SDG deadline. Implementation will require sustained political commitment, new financing mechanisms, and a people-first approach to mitigate future health crises.
