Domestic Public Resources
Developing nations face significant losses due to illicit financial flows and tax abuses, with Africa losing approximately $88.6 billion annually. Key recommendations emphasize:
- Digitalization of tax systems requires demand-driven, long-term capacity building and peer learning mechanisms.
- Peer learning mechanisms and data collection are essential for tackling tax abuses in natural resource extraction.
- Establishing a global standard for professional service providers' regulation to combat illicit flows.
- Creating a central beneficial ownership (BO) registry for enhanced transparency.
These issues were reflected in the FfD4 Outcome Document through commitments on enhancing country-led revenue systems, voluntary guiding principles on responsible borrowing, and support for establishing a technical assistance platform for borrower countries. Although progress was made, gaps remain in tax transparency for natural resources and incentives for behavioral change.
Debt and Debt Sustainability
- Sovereign debt remains a primary concern for developing nations. Proposed solutions include establishing a sovereign debt work-out mechanism and potentially creating a legally binding UN Framework Convention on Sovereign Debt.
- FfD4 acknowledged existing mechanisms should be strengthened and an intergovernmental process to review the debt architecture.
- Specific recommendations focus on improving transparency of Credit Rating Agencies (CRAs) and creating comprehensive global debt registers.
While consensus was reached on increasing capacity and transparency in debt management, issues like vulture funds and equitable private creditor participation remain unaddressed.
Data, Monitoring, and Follow-up
Challenges in financial monitoring and data collection were highlighted. Recommendations include:
- Avoiding duplicative reporting.
- Fostering decentralised monitoring with citizen participation.
- Ensuring reporting incorporates scientific evidence and enhances the measurability of financial integrity metrics.
FfD4 Outcome Document encourages better national focal points but lacks clear mechanisms for non-governmental input.
Actions Needed for Financial Integrity and Governance
Three key areas for future action are identified:
- Address knowledge gaps through research on topics like IFF safe havens, technologies, and natural resources.
- Improve country-level implementation capacity through tailored technical support, peer learning, and financial resources.
- Accelerate transnational collaboration via coalitions, innovative solution crowdsourcing, and stakeholder engagement platforms.
Annex - Thematic Issues
New technologies (AI, blockchain), environmental finance, and trade integrity represent emerging critical areas requiring further action.
