报告摘要
Summary of ESMAP’s Offshore Wind Development Program
ABOUT ESMAP
The Energy Sector Management Assistance Program (ESMAP) is a partnership between the World Bank and over 20 partners. Its mission is to help low- and middle-income countries reduce poverty and boost growth through sustainable energy solutions, with a focus on accelerating the energy transition toward Sustainable Development Goal 7 (SDG7). ESMAP’s analytical and advisory services are fully integrated within the World Bank Group’s country programs and policy dialogues in the energy sector. Key goals include shaping strategies for climate goals, supporting international climate finance, and ensuring bankable frameworks for low-carbon projects, including offshore wind.
ABOUT THE CONTENT
This report addresses the key factors and requirements for establishing successful offshore wind markets in emerging economies. It is structured into sections covering strategy, policy, frameworks, delivery, and stakeholder engagement. The World Bank Group’s Offshore Wind Development Program provides technical resources and national roadmaps for countries like Vietnam, Brazil, and others. Emerging markets are encouraged to balance enabling elements for delivery while minimizing risks to attract foreign investment and competitive local suppliers through clear, robust processes.
KEY FACTORS FOR SUCCESSFUL DEVELOPMENT
- Strategy: Assess offshore wind feasibility; define its role in the country’s energy mix; set long-term stable targets to drive market growth and cost reductions.
- Policy: Establish transparent revenue support mechanisms; balance volume, timescales, and cost competitiveness; avoid overly complex local content requirements.
- Frameworks: Ensure marine spatial planning (MSP) and environmental sensitivity mapping (ESMA); develop clear leasing, permitting, and grid connection processes.
- Delivery: Enable steady project pipelines through clear permitting, grid upgrades, and timely port infrastructure; support supply chain growth, skills development, and collaborative governance.
FOREWORD
Offshore wind is a proven path to energy transition, offering reliable, large-scale electricity generation and economic benefits. Global markets have demonstrated long-term cost reductions through innovation and collaboration. Emerging economies face challenges such as regulatory uncertainty and permitting delays, but strategic partnerships, clear frameworks, and policy stability can accelerate deployment and meet climate goals. The World Bank Group’s program aims to replicate this success in emerging markets to meet the global pledge to triple renewable energy by 2030.
