The European Banking Authority (EBA) is an independent EU authority established in 2011 under Regulation (EC) No. 1093/2010, later amended by Regulation (EU) No 122/2013. Its mission is to improve the functioning of the EU internal market by ensuring a high quality, effective, and consistent level of regulation and supervision in banking, payments, and e-money sectors. It also promotes financial system stability, market transparency, and the protection of depositors and investors.
The EBA is currently seeking a Policy Expert on secondment to support its regulatory tasks related to the Capital Requirements Regulation (CRR) and Capital Requirements Directive (CRD). This role involves contributing to the Q&A process for stakeholders, developing policy stances, and representing the EBA externally in technical matters.
Main Responsibilities
- Prepare policy stances and provide policy advice for the consistent and effective application of CRR/CRD and related EBA products.
- Support the single process for addressing stakeholders' questions on the CRR/CRD texts and associated binding technical standards (BTS) and guidelines.
- Participate in the development of guidelines and binding technical standards aligned with the EBA Work Program.
- Ensure the efficient execution of the Q&A process and timely completion of regulatory outputs.
- Represent the EBA externally at a technical level in the field of banking regulation.
- Support internal committees and subgroups, particularly in the context of the Q&A process.
- Facilitate external consultations, implementation studies, training, and impact assessments for EBA guidelines and standards.
- Develop EBA opinions and cooperate with other European Supervisory Authorities (ESAs) and the European Systemic Risk Board (ESRB) to promote coordinated policy stances.
Requirements
1. Eligibility Criteria
- Language Skills: Thorough knowledge of one EU language and satisfactory knowledge of another. Excellent knowledge of English is required.
- Nationality: Must be a national of an EU Member State, an EFTA Member State, or a country with which the Council has opened accession negotiations.
- Citizenship Rights: Must be entitled to full rights as a citizen.
- Education: Completed university studies of at least three years, evidenced by a diploma.
- Professional Experience: At least two years of full-time professional experience in bank regulation or banking supervision, starting from the date of obtaining the diploma.

4. Appointment and Conditions of Engagement
- The position is a secondment from a national supervisory authority for a minimum of one year and up to two years, renewable.
- The home authority remains the employer, and must continue to pay the salary and maintain social rights (e.g., social security and pension) of the seconded expert.
- The expected starting date is 1 February 2014.
5. Conditions of Secondment
- Seconded experts are entitled to daily and monthly subsistence allowances, determined annually by the Commission.
6. Place of Employment
- The position is based at the EBA offices in London, United Kingdom.
