2024 Financial Stability Institute (FSI) Summary
Core Mandate and Activities
The Financial Stability Institute (FSI) of the Bank for International Settlements (BIS) continued to support central banks and financial regulatory authorities in improving and strengthening global financial systems in 2024 through policy work, outreach events, capacity development, and special projects.
Policy Work
In 2024, the FSI published 14 policy papers, focusing on key areas such as:
- Artificial Intelligence (AI)
- Stablecoins
- Big Techs and Fintechs
- Suptech
- Climate Risks
- Liquidity Stress Testing
- Central Bank Liquidity Support
- Non-Bank Retail Lenders
The number of downloads of FSI publications increased to 357,000, showing growing engagement with the FSI's content.
Outreach Events
The FSI organised 34 events in 2024, including:
- A major conference on bank resolution and deposit insurance (jointly with FSB and IADI)
- High-level meetings and policy implementation meetings (HLMs and PIMs)
- Conferences on topics such as crisis management, financial inclusion, and technology
- Virtual seminars and webinars, attracting 3,771 attendees from 168 jurisdictions and 381 institutions
Capacity Development
FSI's capacity development efforts included:
FSI Connect (20th Anniversary)
- A global e-learning platform used by 300 financial authorities in over 150 jurisdictions
- 11,296 subscriptions as of 2024
- 12 new suites launched, including topics like Big Techs in Finance, Climate Risks, and Cryptoasset Exposures
- 145,000 tutorial launches and 64 Executive Summaries published in 2024
- The platform is now home to over 850 learning items across 200 tutorial titles
Online Courses
The FSI launched five online courses in 2024, including:
- BROC (Banking Resolution Online Course)
- BIS-FIT 1.0 (Financial Innovation and Technology)
- CEROC (Climate and Environmental Risk Online Course)
- FIRST-ONE (Insurance Regulatory and Supervisory Training)
- SROC (Supervisory and Regulatory Online Course)
These courses were developed in collaboration with various institutions such as the IMF, IAIS, and NGFS, and attracted over 5,000 participants from 113 institutions across 53 jurisdictions.
Special Projects and Activities
Fintech Repository (FinRep)
- Launched a full version of FinRep in March 2024, covering all 63 BIS member jurisdictions
- Contained over 5,300 documents by the end of 2024
- Access granted to over 1,000 policymakers, researchers, and staff
Crisis Simulation Exercise (CSE)
- Conducted a cross-border CSE in Latin America with 17 financial authorities
- The fourth such exercise, following previous ones in South America (2021), Asia (2022), and sub-Saharan Africa (2023)
- A fifth CSE is planned for North and West Africa in 2025
Climate Training Alliance (CTA)
- A platform for sharing climate-related training materials and self-study resources
- Collaborated with IAIS, NGFS, and Sustainable Insurance Forum
- Aimed to enhance capacity-building for climate and environmental issues
Unidroit Project on Bank Liquidation
- FSI supported the development of a Legislative Guide on bank liquidation
- A draft Guide was published in June 2024 for consultation
- Expected to be finalised in the first half of 2025
Informal Suptech Network (ISN)
- Organised webinars and meetings on suptech implementation
- Collaborated with BCBS and BISIH
- Planned to continue with at least three webinars in 2025
FSI Advisory Board
The FSI Advisory Board, comprising high-level officials from central banks and regulatory bodies, provides strategic guidance and advice on the FSI's activities and goals. Key members include:
