The Singapore Ministry of Manpower (MOM) has issued updates for the COMPASS framework, a points-based system for Employment Pass applications, effective from September 2023 for new applications and September 2024 for renewals. Key updates include:

• A list of top-tier educational institutions under Criterion 2, classified into Group A (20 points for all degrees) and Group B (20 points for specific degrees), with a next update in March 2024.
• A Shortage Occupation List (SOL) with 27 occupations in six sectors, granting 20 bonus points; EP applicants in SOL Infocomm Technology jobs may qualify for a five-year pass from Sept 2023.
• Eligible programmes for the Strategic Economic Priorities Bonus (10 points), with companies notified by end-July 2023.

Concurrently, MOM enhanced medical insurance for S Pass and Work Permit holders in two stages:

• From July 2023, minimum annual coverage increased to SGD 60,000, with co-pay arrangements allowed under specific conditions.
• From July 2025, enhancements include standardized exclusions, age-based premiums, and direct hospital reimbursements.

Employers should also prepare for salary and levy increases in September 2023.
