The Singapore Ministry of Manpower (MOM) has issued updates for the COMPASS framework, a points-based system for Employment Pass applications, effective from September 2023 for new applications and September 2024 for renewals. Key updates include:
- A list of top-tier educational institutions under Criterion 2, classified into Group A (20 points for all degrees) and Group B (20 points for specific degrees), with a next update in March 2024.
- A Shortage Occupation List (SOL) with 27 occupations in six sectors, granting 20 bonus points; EP applicants in SOL Infocomm Technology jobs may qualify for a five-year pass from Sept 2023.
- Eligible programmes for the Strategic Economic Priorities Bonus (10 points), with companies notified by end-July 2023.
Concurrently, MOM enhanced medical insurance for S Pass and Work Permit holders in two stages:
- From July 2023, minimum annual coverage increased to SGD 60,000, with co-pay arrangements allowed under specific conditions.
- From July 2025, enhancements include standardized exclusions, age-based premiums, and direct hospital reimbursements.
Employers should also prepare for salary and levy increases in September 2023.
KPMG advises leveraging the MyMOM tool for workforce planning and assessing impacts on existing pass holders.
