Digital Euro Rulebook Development Update
The European Central Bank (ECB) has continued advancing the Rulebook Development Group (RDG) work on the digital euro scheme's rulebook, with key progress in three main areas: incorporating over 2,500 comments received previously, developing content via dedicated workstreams, and participating in ad hoc discussions.
As of March 1, 2025, more than 2,000 of the 2,500 initial comments have been addressed. Core elements refined include operational rules, user experience (UX) standards, fraud and operational risk management, and dispute resolution processes.
Eight workstreams are active, each focusing on specific aspects such as:
- Workstream A2: Minimum UX standards, establishing criteria under the proportionality and equivalence principles.
- Workstream B1: Certification and approval framework with recommendations for front-end elements.
- Workstreams D1: Risk management covering fraud, operational, and cyber risks.
- Workstreams G1-G4: Front-end and back-end implementation specifications, including device-level specs and interfaces.
Ad hoc sessions addressed topics like latency and dispute management, with ongoing collaboration with standardization bodies. The next rulebook draft will address advanced topics such as dispute fairness, cyber resilience, and payment flow specifications.
The ECB highlights the need for the rulebook to align with regulatory discussions for full legal adoption and remain flexible for future amendments. With longer workstreams likely to extend into 2026, further progress reports are planned.
