Summary of EDBM's Monitoring and Evaluation Framework for Investment Climate Reforms in Madagascar
Core Content
The Economic Development Board of Madagascar (EDBM) was established in 2006 under the Office of the Presidency to support the Government of Madagascar (GoM) in achieving its development strategy, the Madagascar Action Plan (MAP), which aims to increase economic growth from 7% to 10% by 2012 and reduce poverty through a private sector-led high growth economy. A key component of this strategy is improving the investment climate, specifically by enhancing the ease of doing business (EoDB) ranking from 149th in 2007 to 80 by 2012.
To achieve these goals, the EDBM has been tasked with promoting Madagascar as an attractive investment destination, increasing both domestic and foreign investment, and improving business facilitation through policy advocacy and institutional reforms. The EDBM's M&E framework is designed to monitor the progress and impact of these reforms, and to ensure transparency, accountability, and effectiveness in its operations.
Main Objectives
The primary objectives of the EDBM's M&E system are:
- To monitor the overall investment climate and its improvement in Madagascar.
- To assess the extent to which EDBM is contributing to the improvement of the investment climate.
- To evaluate the impact of improved investment climate on key development goals such as poverty reduction, economic growth, and increased employment and exports.
The M&E system is also intended to:
- Promote transparency and accountability in the GoM's private sector development (PSD) reform process.
- Serve as a feedback mechanism to improve EDBM's strategies and interventions.
- Generate public awareness and political will for reforms by disseminating key findings.
Key Indicators
The M&E framework includes a range of indicators to measure the impact, outcomes, and outputs of EDBM interventions. These are categorized into:
Impact Indicators

- Poverty Headcount Ratio (Global) – percentage of people below $1/day

Key Recommendations
- The M&E system should be integrated from the start of EDBM's operations and not merely serve as a donor requirement.
- It should focus on the investment climate (IC) indicators that are of interest to stakeholders such as the private sector, the GoM, and the World Bank.
- The system should include both process and result indicators to assess the effectiveness of EDBM's interventions.
- The framework should be based on a logical chain of goals, objectives, outcomes, outputs, and activities, as outlined in the logframe.
Conclusion
The M&E system is essential for tracking the progress of investment climate reforms and demonstrating EDBM's effectiveness in promoting a conducive environment for business. It is designed to align with the MAP's goals of poverty reduction, economic growth, and increased investment and trade. The system will also help in generating regional competitiveness and identifying local best practices to improve the investment climate. The proposed framework includes a set of objectively verifiable indicators and is supported by stakeholder consultations, ensuring relevance and credibility.
