WHO NCD Accountability Framework Summary
The WHO NCD Accountability Framework, aligned with the updated Global Monitoring Framework for NCD prevention and control as part of the extended NCD Global Action Plan to 2030, outlines a global framework for monitoring progress in NCDs. Adopted in 2013, the Global Monitoring Framework (GMF) includes nine voluntary NCD targets, with baselines set in 2010 or 2015, focusing on key outcomes, risk factors, and health systems.
The targets cover areas like NCD mortality (reduced to 40% by 2030 based on SDG 3.4.1), physical inactivity (15% reduction by 2030), tobacco use, harmful alcohol consumption, dietary sodium, blood pressure, diabetes, and obesity. National health systems targets include CVD drug therapy and essential medicines. Baselines are mostly 2010, but the mortality target uses 2015 as baseline due to SDG integration.
Monitoring methodology uses statistical models to estimate progress, with data reported to WHO bodies by 2025 and 2030. Updates include extending some targets due to new mandates, such as aligning NCD mortality with SDGs and physical activity targets via the Global Action Plan. The framework incorporates process and progress indicators to track implementation, and a mid-term review in 2025 is planned. Key challenges include COVID-19 impacts and low progress, leading to sustained focus on the original 2010 baselines for most indicators. This framework supports global accountability for NCD prevention and control up to 2030.
