Summary of 2022 Progress Report on Global Action Plan for Healthy Lives and Well-being for All
The 2022 progress report on the Global Action Plan for Healthy Lives and Well-being for All (SDG3 GAP) highlights that the COVID-19 pandemic significantly slowed progress on health-related Sustainable Development Goals (SDGs). For universal health coverage and health determinants, the rate of progress is only one-quarter of what is needed to meet 2030 targets. Crises like armed conflicts, food insecurity, and climate change further threaten pandemic recovery.
The report emphasizes the importance of stronger multilateral collaboration to achieve an equitable and resilient recovery. The SDG3 GAP serves as a foundation for this by promoting synergies among signatory agencies through four key commitments: Engage, Accelerate, Align, and Account. Engagement has increased, with more countries (over 50) participating and deeper collaboration at country level. Acceleration efforts involve communities of practice and global public goods supporting joint activities, particularly in primary health care and sustainable financing. Alignment with other initiatives, such as H6/Every Woman, Every Child, is enhancing efficiency, while accountability mechanisms, including a monitoring framework piloted in 2022, are being refined.
Key incentives for collaboration include joint funding, monitoring, evaluation, and governance arrangements. The report notes overall progress but identifies that more efforts are needed in low-income countries to align with national priorities and strengthen coordination. Signatory agencies responded to recommendations, setting the stage for an independent evaluation in 2023.
