The European Banking Authority (EBA) is seeking a Head of Unit IT for its London office. This is a temporary agent fixed-term contract lasting three years, with the possibility of extension. The position requires a candidate to lead a team of IT professionals and provide strategic and operational support in all information and communication technology (ICT) matters.
Main Purpose
The primary responsibility of the Head of Unit IT is to lead and manage the IT unit in line with the EBA's IT strategy and Annual Work Program. This includes overseeing the implementation of IT projects, managing resources, and ensuring the provision and maintenance of IT infrastructure.
Main Responsibilities
- Plan, manage, and control the unit's activities in alignment with the EBA's IT strategy and Annual Work Program.
- Monitor and execute the unit's budget in compliance with financial and procurement rules.
- Manage human and financial resources.
- Ensure the provision and maintenance of IT infrastructure.
- Support core business processes through IT services.
- Lead and manage IT projects, ensuring successful implementation.
- Foster a positive and proactive working environment.
- Build relationships through reliable advice and constructive feedback.
- Represent the unit and EBA in internal and external meetings.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Must be entitled to full citizen rights.
- Must have fulfilled military service obligations if applicable.
- Must have thorough knowledge of one EU official language and satisfactory knowledge of another.
- Must be physically fit to perform the duties of the post.
2. Qualifications
- University degree (minimum 3 years of study, or 4 years or more).
- At least 13 years of relevant full-time professional experience in IT (12 years if the degree is 4 years or more).
- At least 5 years of experience in a comparable position, with a proven track record in team building and management.
3. Language Skills
- Excellent knowledge of English (both written and spoken).
- Native English speakers must demonstrate second language proficiency in accordance with section 1.1.
4. Selection Criteria
- Proven experience in defining and implementing IT strategy.
- Proven experience in managing highly available IT infrastructure.
- Proven experience in leading large projects using waterfall and agile methodologies.
- Advantage: Certification in ITIL and Project Methodology (e.g., PMI-ACP, Prince2).

- Team building and management: Proven experience in building, managing, and motivating teams.
- Communication and interpersonal skills: Excellent verbal and written communication.

Selection Procedure
- Selection Committee will be established.
- Candidates will be assessed based on application documents, written tests, and interviews.

- Total score of 12 or above qualifies for the reserve list, valid until 31 December 2017.

Appointment and Conditions of Employment
- Contract type: Temporary agent fixed-term, 3 years, with a probation period of 9 months.
- Estimated start date: 1 July 2017.
- Grade: AD 10, with a monthly basic salary of €8,599.20 (AD 10/step 1) or €8,960.54 (AD 10/step 2).
- Remuneration details: Covered in Articles 62–70 of the Staff Regulations and Annex VII.
- Employment conditions:
- Salaries are exempt from national tax; Union tax at source applies.
- Correction coefficient for the UK applies.
- Benefits may include expatriation, household, child, education, and installation allowances, depending on family situation and origin.
- Annual leave: 2 days per calendar month, plus 2.5 days of supplementary home leave for those receiving expatriation or foreign residence allowance.
- Pension: Accessible after 10 years of service.
- Insurance: Includes sickness, accident, unemployment, and invalidity coverage, as well as travel insurance for missions.
