Main Purpose
The Head of Human Resources Unit will be responsible for leading and managing a team to provide strategic and operational support in all areas of the employment cycle. The role aims to maximise staff performance, development and support to achieve the EBA's Work Programme. It also involves ensuring compliance with EU Staff Regulations and Conditions of Employment.
Main Responsibilities
- Planning, managing and controlling the Unit's activities in line with the EBA's Annual Work Program.
- Personnel budget planning and monitoring in compliance with financial and procurement rules.
- Managing human and financial resources of the Unit.
- Handling all HR-related tasks: payroll administration, recruitment, employment cycle, learning and development, performance appraisals, and reclassification.
- Supporting line managers and establishing good working partnerships.
- Liaising with the Staff Committee as needed.
- Promoting staff well-being in areas such as health care, education, and employment.
- Representing the Unit and EBA in internal and external meetings.
Requirements
1. Eligibility Criteria
- Must be a national of an EU Member State or EEA country (Iceland, Liechtenstein, Norway).
- Entitled to full rights as a citizen.
- Fulfilled any military service obligations.
- Excellent knowledge of English (both written and spoken), with satisfactory knowledge of another EU language.
- Physically fit to perform the duties of the post.
2. Selection Criteria
- At least 5 years of management experience (e.g., Head of Unit, Team Leader).
- Proven experience in implementing EU Staff Regulations.
- Experience in developing HR guidelines and policies and coordinating their implementation.
- Experience in budget planning and management for staff-related expenditure.
- Ability to engage with management at all levels.

Selection Procedure
- Pre-selection panel will review all applications and shortlist candidates for a written test and interview.
- Written test in English: assesses communication, knowledge, and drafting skills. Minimum score: 6/10.
- Interview with the pre-selection panel: assesses suitability, professional knowledge, and motivation. Minimum score: 6/10.
- Shortlisted candidates will be invited to an interview with the Executive Director and other senior management.
- Assessment centre may be required unless the candidate has participated in one within the past two years.
- Reserve list will be established from the shortlisted candidates and is valid until 31 December 2020.
- Conflict of interest declaration is required before recruitment.
Appointment and Employment Conditions
- Contract type: Temporary agent (fixed-term) for 3 years with a probation period of 9 months.
- Estimated start date: 1 January 2020.
- Grade: AD 10.
- Estimated monthly basic salary: €8,876.57.
- Remuneration package includes Union tax at source, correction coefficient for Paris, and various allowances (expatriation, household, dependent child, etc.).
- Annual leave: 2 days per calendar month, plus 2.5 days of supplementary home leave for those receiving expatriation allowance.
- Benefits: EU Pension Scheme, sickness and accident insurance, travel insurance, and unemployment/invalidity allowance.
