1. Overview of the EBA
The European Banking Authority (EBA) is an independent EU authority established on 1 January 2011 under Regulation (EC) No. 1093/2010. It was later amended by Regulation (EU) No 1022/2013, which assigned specific tasks to the European Central Bank. 2. Mission and Objectives

3. Policy Expert Position
The EBA is currently seeking a Policy Expert on secondment for its London office. The role involves:
- Providing impact assessment support for policy proposals, including guidelines, recommendations, opinions, and binding technical standards
- Conducting Quantitative Impact Studies
- Participating in working groups and representing the EBA at a technical level
- Cooperating with other ESAs (European Supervisory Authorities) and ESRB (European Systemic Risk Board)
4. Eligibility and Selection Criteria
4.1 Eligibility Criteria
- Must be a national of an EU Member State, an EFTA Member State, or a country with which the EU has opened accession negotiations
- Must have at least three years of higher education (university-level studies)
- Must have at least three years of full-time professional experience in banking regulation, supervision, or economic research
- Must have excellent knowledge of English (written and spoken), with native speakers required to demonstrate a second language
4.2 Selection Criteria
Candidates must demonstrate:
- Proven knowledge of EU banking regulation, supervision, and reporting
- Experience in financial regulatory and supervisory issues
- Strong economic analysis skills
- Ability to deal with a wide range of stakeholders
- Experience in drafting policy, regulatory, or economic documents
Advantages include:

5. Appointment and Secondment Conditions
- The position is a secondment from a national supervisory authority or an IGO (International Financial Organization)
- The secondment lasts a minimum of 6 months and up to 24 months, with the possibility of renewal
- The home authority remains the employer, responsible for salary and social rights
- The estimated start date is 1 July 2016
6. Conditions of Secondment
- The EBA provides daily and monthly subsistence allowances, based on the Commission's annual rates and the UK's country correction coefficient
- Allowances are subject to monthly exchange rate fluctuations
