The European Banking Authority (EBA) is seeking a Seconded National Expert (SNE) to work in the Conduct, Payments and Consumers Unit (COPAC) in Paris, France. This position is open to eligible candidates from EU Member States, EFTA countries, or countries with which the Council has opened accession negotiations. The expert will contribute to the EBA's regulatory and supervisory tasks in the areas of consumer and depositor protection, payment services, and anti-money laundering (AML).

The contract is for a minimum of 12 months, with the possibility of extension up to 24 months, and the estimated start date is 01 January 2020. The role is part of the European System of Financial Supervision (ESFS) and involves close cooperation with EIOPA, ESMA, and the European Systemic Risk Board (ESRB).

Main Responsibilities

• Develop Guidelines, Technical Standards, and other legal instruments in one or more of the following areas: consumer protection, depositor protection, payment services, and/or AML.
• Support the consistent supervision of EBA's mandates and technical standards across the EU.
• Ensure methodological robustness, transparency, and evidence-based development of deliverables.
• Represent the EBA externally at a technical level in their area of expertise.

Requirements

1. Eligibility Criteria

• Must be a national of an EU Member State, EFTA country, or a country with accession negotiations and a staff secondment agreement.
• Must be employed by an organisation eligible for secondment, including:
  • A member of the ESFS (as defined in Regulation (EU) No. 1093/2010)
  • A country with accession negotiations and a staff secondment agreement
  • A public intergovernmental organisation
• Must have at least 12 months of professional experience with the employer before secondment.

2. Qualifications and Experience

• Education: At least three years of university studies (attested by a diploma).
• Professional Experience: Three years of full-time experience in consumer protection, depositor protection, payment services, and/or AML.
• Language Skills: Excellent knowledge of English (written and spoken), with native English speakers required to demonstrate proficiency in a second EU language.

3. Selection Criteria

• Knowledge of EU law: Including PSD2, EMD, IFR, PAD, MCD, MiFID2/R, AMLD, DGSD, CCD, and PRIIPS.
• Experience in regulatory/supervisory development: In consumer and depositor protection, payment services, or AML.
• Stakeholder engagement: Proven experience in dealing with a wide range of relevant stakeholders.
• Writing skills: Ability to draft papers, memos, and briefings on regulatory and supervisory issues in English.

4. Competencies

Selection Procedure

• A selection committee will evaluate applications based on curriculum vitae, motivation letter, and eligibility criteria grid.
• Shortlisted candidates may be invited to written tests and interviews, both conducted in English.
• Written test score: Minimum of 6/10.
• Interview score: Minimum of 6/10.
• Total score: Minimum of 12/20 to be placed on the reserve list, valid until 31 December 2020.

Conditions of Secondment

• The SNE will retain their employment, salary, and social rights with their original employer.
• The EBA will provide daily and monthly subsistence allowances, adjusted based on exchange rates and the country correction coefficient (116.7% for Paris).
• The place of secondment is located at Floors 24 to 27, Europlaza, 20 avenue Andre Prothin, La Défense 4 – 92400 Courbevoie, France.
