- Transversal principles and enablers (Human Rights-Based Approach): Prioritize meaningful participation, equity-oriented budgeting, data disaggregation, and communication strategies emphasizing solidarity.
The report emphasizes the need for equitable resource allocation, accountability mechanisms, and deconstruction of colonial legacies.
