The report, produced by the UNSDG Task Team on Leaving No One Behind in collaboration with OHCHR, UNESCO, and WHO under the UNSDG, aims to address structural racial and ethnicity-based discrimination through COVID-19 recovery plans to foster more inclusive and equitable societies. Three action areas are proposed:

1. Interventions explicitly tackling racial and ethnicity-based discrimination: Include measures to combat xenophobia, hate speech, discriminatory practices, and support anti-discrimination laws/judicial mechanisms.
2. Interventions addressing compounding drivers of social exclusion: Focus on inclusive policies, infrastructure improvements, education, employment equity, and housing security.
3. Transversal principles and enablers (Human Rights-Based Approach): Prioritize meaningful participation, equity-oriented budgeting, data disaggregation, and communication strategies emphasizing solidarity.

The report emphasizes the need for equitable resource allocation, accountability mechanisms, and deconstruction of colonial legacies.
