The European Banking Authority (EBA) is an independent EU authority established in 2011, responsible for ensuring high-quality, effective, and consistent regulation and supervision in banking, payments, e-money, and related corporate governance, auditing, and financial reporting areas. It collaborates closely with other EU financial regulators such as EIOPA, ESMA, the Joint Committee, and the ESRB as part of the European System of Financial Supervision (ESFS). The EBA is currently seeking an Accounting Assistant to support its Accounting Officer in financial tasks at its London office.
Main Purpose
The role of the Accounting Assistant is to provide administrative and operational support in all aspects of accounting and financial activities, including:
- Execution of payments and recovery of expenses and VAT
- Validation of recovery orders
- Control of financial transactions
- Data collection and revision for financial reporting
- Bank and accounts reconciliation
- Coordination of financial assets inventory
- Monthly and year-end account closure
- Coordination with internal departments (finance, procurement, HR, logistics)
- Coordination with external stakeholders (member organisations, European Commission, European Court of Auditors)
Requirements
1. Eligibility Criteria
- Language: Thorough knowledge of one EU language and satisfactory knowledge of another
- Nationality: Must be a national of an EU Member State, Norway, Iceland, or Lichtenstein
- Civic Rights: Full rights as a citizen
- Military Service: Completed any applicable obligations
- Physical Fitness: Fit to perform the duties
- Criminal Record: Must provide a certificate confirming no criminal record
- Medical Examination: Required to meet Article 12 (2)(d) of the Conditions of Employment
2. Qualifications
- Completed at least three years of university studies in accounting, finance, or audit, with a diploma
- At least one year of professional experience in a similar role
- At least six years of full-time professional experience in a similar position after completing education
3. Skills and Knowledge
- Excellent knowledge of English (written and spoken)
- Knowledge of EC Financial Regulations and their implementing rules
- Experience in accounting and finance within an EU institution
- Expert knowledge of SAP and MS Office (especially Excel)
- Excellent organisational, coordination, and prioritization skills
- Sense of accuracy
- Personal integrity and independence
- Ability to handle confidential matters
- Good communication and presentation skills
- Flexibility to take on additional tasks
- Proactive attitude
- Teamwork capacity in multicultural environments
4. Advantages
- Additional accounting qualifications (e.g., ACCA, AAT, CIMA, ACA, IFA)
- Experience with ABAC Assets, ABAC Workflow, and Sage Line 50
- Background in auditing
- Experience in other relevant functions within EU institutions
- Knowledge of the European Union, its policies, and institutions
Selection Procedure
- Shortlisting: Based on CV, motivation letter, and eligibility grid
- Written Tests: Conducted in English, with a total score of 10 (minimum 6 to pass)
- Interviews: Conducted in English, with a total score of 10 (minimum 6 to pass)
- Final Selection: Candidates are ranked by merit, with the highest scorers recruited. Those scoring 12 or above are placed on a reserve list valid until 31/12/2012.
Appointment and Employment Conditions
- Contract Type: Fixed-term contract for three years, with a probation period of nine months, possibly extendable
- Grade: FG IV
- Estimated Salary: €3,145.45 per month (excluding national tax)
