Ukraine Human Development Update: Since the full-scale invasion began on February 24, 2022, the conflict has had severe impacts on health, social protection, education, and received significant support from the World Bank. Key findings include:

Health
Civilian casualties surged, with 18,955 recorded by February 13, 2023, including 433 children killed and 827 injured. Health service utilization declined sharply, by up to 90% for referrals, and immunization rates dropped. Missile attacks damaged infrastructure, affecting millions' access; 6% of health facilities were damaged overall. Government responses included emergency policies like salary increases, simplified procedures, and expanded healthcare programs. Coping strategies involved self-medication, with IDPs experiencing high healthcare expenditure cuts. Recovery needs are substantial, including repairing clinics and addressing mental health.

Social Protection
The war displaced over 5.35 million within Ukraine and caused 8.07 million to flee to Europe by February 2023. Poverty rose, with 8 million more Ukrainians in poverty, and unemployment increased to around 15.5% of pre-war levels. Government measures included sustaining social assistance payments, introducing cash transfers for IDPs, wage subsidies to employ IDPs, and digital platforms like Diia for benefit applications. Energy assistance was also extended to IDPs, and benefits were maintained despite budget constraints.

Education
Enrollment declined significantly: preschool enrollment dropped nearly 40%, and school enrollment decreased by 5.8%. Educational facilities suffered widespread damage, with 3,045 institutions affected, and many used as shelters. Remote learning is predominant, with most students learning online. Displacement impacted children, and refugee integration into EU education systems began, allowing over 700,000 students to enroll. Government efforts include new benefits for veterans and measures to ensure continuity despite disruptions.

World Bank Support
Launched extensive financial and technical aid, providing over US$20 billion in support since February 2022. This includes emergency funding for health and education, budget support for essential services, and projects addressing poverty and infrastructure recovery. Key initiatives support social safety nets, healthcare access, and educational continuity amid the crisis.
