China's Belt and Road Initiative has significantly impacted Ethiopia through investment and infrastructure development. This report examines the risks and opportunities associated with Chinese enterprises operating in the country. Ethiopia has a close economic relationship with China, receiving substantial investment from Chinese companies and government entities, particularly in infrastructure projects such as the Ethiopia–Djibouti railway.

• Chinese firms face significant risks, including economic challenges like high production costs, foreign exchange shortages, transport costs, and wage issues. Social and political instability, including ethnic conflicts and security concerns, also pose major risks.
• Environmental concerns, such as water pollution and weak enforcement of environmental regulations, further complicate operations.

Despite these challenges, there are opportunities for Chinese investment to contribute to Ethiopia's development, including job creation and supporting economic integration. However, there are concerns about over-reliance on Chinese finance and debt sustainability for Ethiopia.

The report recommends that the Ethiopian government focus on mitigating investor risks, improving access to foreign exchange, enhancing governance capacity, and fostering knowledge transfer. Chinese financial institutions are advised to align their programs with Ethiopia’s growth model and engage experts beyond engineering specialists.
