The European Banking Authority (EBA) is seeking a Policy Expert on Secondment to support its work on the Single Rulebook Q&A process. This position is part of the Policy Coordination Unit in Paris, France, and is open to eligible candidates from EU Member States, EFTA countries, or countries in accession negotiations.

Position Overview

• Type of Contract: Seconded National Expert (SNE)
• Duration: Minimum 12 months, with the possibility of extension
• Location: Paris, France

• Reserve List Valid Until: 31 December 2020

Mission of the EBA

The EBA aims to:

• Improve the functioning of the EU internal market
• Ensure high-quality, effective, and consistent regulation and supervision in banking, payments, and e-money
• Promote public values such as financial system stability, market transparency, and depositor/investor protection
• Prevent regulatory arbitrage and ensure a level playing field
• Strengthen international supervisory coordination and promote supervisory convergence

Main Responsibilities

• Support the Single Rulebook Q&A process, focusing on CRR, CRD, and related reporting frameworks
• Administer and monitor the Q&A process efficiently
• Provide support to management and internal committees
• Represent the EBA in technical working groups
• Prepare policy stances and provide regulatory advice

Requirements

Eligibility Criteria

• Must be a national of an EU Member State, EFTA country, or a country in accession negotiations
• Must be employed by an institution eligible for secondment (ESFS member, country in accession negotiations, or public intergovernmental organisation)
• Must have at least 12 months of professional experience with the employer
• Must have the support of the employer, evidenced by a signed letter

Qualifications

• Completed university studies of at least three years (attested by a diploma)

Professional Experience

• At least two years of full-time professional experience in relevant fields

Language Skills

• Excellent knowledge of English (both written and spoken)
• Native English speakers must demonstrate proficiency in a second EU language

Selection Criteria

• Proven knowledge of EU banking regulation (especially CRR and CRD)
• Proven knowledge of EBA supervisory reporting frameworks (COREP, FINREP)
• Experience in drafting policy-related documents
• Experience in engaging with a wide range of stakeholders

Selection Procedure

• Selection Committee: Composed of members, with shortlisted candidates invited for written tests and interviews
• Written Tests: In English, assessing communication, knowledge, and drafting skills (maximum score: 10, minimum passing score: 6)
• Interviews: In English, assessing suitability, professional knowledge, and motivation (maximum score: 10, minimum passing score: 6)
• Reserve List: Candidates scoring 12 or above are placed on a reserve list valid until 31 December 2020, which may be renewed

Appointment and Conditions of Secondment

• The candidate will remain employed by their home institution during the secondment
• The home institution must continue to pay salary and maintain social rights
• The EBA will provide daily and monthly subsistence allowances, adjusted for exchange rates and a country correction coefficient (116.7% for Paris)
• The subsistence allowances are not considered remuneration

Appeal Procedure

• Request for Review: Can be submitted within 10 days of receiving a decision to: vacancies@eba.europa.eu
• Appeals: Can be lodged with the Executive Director or the General Court under specific legal provisions
• Complaint to the European Ombudsman: Possible under Article 228(1) of the TFEU, but must be preceded by administrative approaches
